2019 Budget

The Agency’s budget

The agency’s budget consists of an operating budget, which enables it to implement all its processes, and a funding budget, which is devoted to funding research projects.

The operating budget for the Agency’s expenses

The operating budget represents spending on operations, staff and investment. In 2019, it amounted to €36.9 million of commitment authorities and €39.4 million of payment appropriations. It is broken down in payment appropriations (see graph 1 below).
The operating budget is financed primarily by the public service subsidy of €29.1 million, with other resources including:

  • The management fees received by ANR from organisations co-funding calls for proposals;  
  • The SGPI (General Investment Secretariat) payment for ANR’s expenses in managing major state investment programmes (Investments for the Future).

The research funding budget

In 2019, ANR provided funding for research projects through commitment authorities amounting to €725 million, €52.5 million more than in 2018 and €100.5 million more than in 2017. These rises enabled the selection rate for the Generic Call for Proposals to be increased in 2019, with €21.1 million more than in 2018, and €12.1 million to be allocated to artificial intelligence projects through a multi-year plan launched by the French Ministry of Higher Education, Research and Innovation (MESRI).
The funding budget makes it possible to commit grants for projects selected in 2019 that will run over several years. The resources come mostly from the funding subsidy allocated by MESRI, representing €703.9 million in 2019 after a transfer to the reserves.
The agency’s funding budget has grown significantly year on year: +€29.3 million in 2017, +€50.5 million in 2018, +€49.5 million in 2019.
Funding for 2019 AAPG projects rose by €43.6 million compared with 2017, and by €21.1 million compared with 2018.
Co-funding from public bodies and contributions from the European Commission represented €21 million in 2019, 2.9% of the total funding budget.
Disbursements in 2019 represented €742.4 million, an increase of €32.6 million relative to 2018.

Breakdown of the funding budget in commitment authorisations

The 2019 funding budget is divided between (see graph 2):

  • The AAPG;
  • Specific calls for proposals;
  • Other projects outside calls for proposals (Carnot programme, Préciput and INCa funding).

In total, calls for proposals represent €569 million, 78.5% of the funding budget. Other projects (Préciput, INCa, Carnot, RTB) represent €155.9 million, 21.5% of the budget.
